Provision of consultancy services for implementation of environmental and social impact assessment for BOO wind power plant 500 mw at the Gulf of Suez
The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that was set up based on Cairo Declaration signed in June 2008 by government representatives from Arab countries.
The Arabic Republic of Egypt has developed an ambitious plan to increase the contribution of renewable energy to 20 % of the electricity generated by the year 2022, of which 12 % of wind power plants is foreseen, mostly in the Gulf of Suez (GoS) due to wind characteristics in the area. In that respect, the law No. 203 of the year 2014 on stimulating the production of electricity from renewable energy sources was enacted, setting the legal basis for the feed-in-tariff (FIT) and Build, Own and Operate (BOO) schemes to be implemented in Egypt.
The Egyptian government has allocated an area of 1,221 km2 (according to the Presidential Decree No. 168/2009 and as amended by Military Council Decree No. 284/2012) at the GoS for wind farm projects. To develop large wind farms, a full Environmental and Social Impact Assessment (ESIA) has to be conducted. As installing large wind farms in the GoS may lead to significant impacts on large soaring birds caused by collisions with wind turbines or -to a lower degree- by cumulative barrier effects, an ornithological survey is a crucial part of the ESIA.
Energy projects are categorized by Egyptian Environmental Affairs Agency (the “EEAA”) under ‘Category C’ Projects - which will require a full ESIA including public scoping and consultation activities according to the EIA guidelines issued by the EEAA in 2009. However, given that a Strategic and Cumulative Environmental and Social Assessment (the “SESA”) for the wind power plant complex has been carried out by the RCREEE on behalf of New and Renewable Energy Authority (the “NREA”) and Wind Energy Developers that approved by the EEAA in July 2018, this means that the individual wind power projects will be categorized under the lower EIA level, namely Form B Scoped ESIA.
The objective of the ESIA is to ensure that the wind power project is environmentally and socially sound and sustainable, and that any potential negative environmental impacts are recognized early in the wind power project cycle and taken into account before wind power project implementation. Furthermore, it is also intended to satisfy the environmental legal requirements of the Egyptian Environmental Law 4 of 1994 amended by Law 9/2009 and its executive regulations No. 338 of 1995 modified by Prime Minister Decree no. 1741/ 2005, modified in 2011/2012 and 2015 as well as the EEAA guidelines for EIAs issued 2009. Moreover, the ESIA is also intended to satisfy the environmental requirements of the International Financial Institutions i.e. IFC, EIB, and EBRD, etc….
In this regards, the RCREEE on behalf of the Consortium composed of Toyota Tsusho Corporation, Eurus Energy Holdings Corporation, ENGIE Energy Services S.A. and Orascom Construction S.A.E (the “Consortium”) is in charge of carrying out the Form B Scoped ESIA including conducting an ornithological survey at the GoS (about 77 km2 area) in autumn 2019 and spring 2020 for the wind power project with the capacity of 500 MW under BOO scheme.
Accordingly, RCREEE invites eligible consultants to submit interest in providing these services.
Interested consultants must provide information indicating that they are qualified to perform the services (Company profile, description of similar assignments, experience in similar conditions, CVs of appropriate skills among staff, etc.). Noting that the expression of interest documents shall not exceed 100 pages. Consultants may associate to enhance their qualifications.
Consultants will be selected in accordance with the RCREEE rules and Guidelines.
