Provision of consultancy services for implementation of post construction bird monitoring program and shut down on demand in wind power farm


The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that was set up based on Cairo Declaration that was signed in June, 2008 by government representatives from Arab countries.


The Arabic Republic of Egypt has developed an ambitious plan to increase the contribution of renewable energy to 20 % of the electricity generated by the year 2022, of which 12 % of wind power plants is foreseen. In order to achieve this target, the Gulf of Suez region was designated for wind farm development. The project area comprises a lot of wind power projects/plots with an assumed rated power of about 3,200 MW.

Installing large wind farms in the Gulf of Suez region may lead to significant impacts on large Soaring birds caused by collisions with wind turbines or -to a lower degree- by barrier   effects.

In this regards, RCREEE on behalf of private wind energy project developers and in cooperation with Egyptian Electricity Transmission Company (EETC) initiated “Active Turbine Management Program” (ATMP).  The program aims to determine the optimum wind turbines operations periods during the heavy bird migratory seasons (spring and autumn) during pre-, under-, and post-construction of wind farms. This can be reached by developing, managing and implementing Collective Ornithological Migratory and Shutdown-on-Demand Programs via assigning one or more bird migration & SOD consultants to determine wind turbine shutdowns for each wind farm during bird migration seasons.

Accordingly, RCREEE invites eligible consultants to submit interest in providing these services.

Interested consultants must provide information indicating their qualification to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the RCREEE rules and Guidelines. (Regulations for purchasing and contracting service providers and suppliers)
