1- Background:
The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is a not-for-profit regional organization founded by governmental representatives from ten Arab countries in 2008 and headquartered in Cairo. RCREEE’s mission is to initiate regional policy dialogues and promote strategies and partnerships favorable to Renewable Energy and Energy Efficiency (RE&EE) investments in the member states of the Arab region.

2- Objectives, tasks and responsibilities:
The head of Finance will provide strategic leadership in Financial Management in line with RCREEE strategies, policies, procedures, laws and International financial standards.
Strategic Leadership
- Collaborate with the Executive Director to ensure the development of RCREEE financial strategic goals and objectives.
- Support the Executive Director in board, partners and funders presentations to explain and chart results, budgets and financial forecasts
- Produce management reports to enable budgetary oversight and strategic planning
Funds and Project Management Finance
- Participate in negotiations of grant agreements and third party contracts and prepare them for the ED review
- Prepare and maintain donor agreements, third party and consultancy contracts while ensuring adherence to policies and donor requirement
- Oversee financial administration/management of grant funds.
- Assist in development of funding opportunities and diversifying the sources of income
- Report to funders on tracking expenses monthly and flagging any financial concerns
- Ensure that accurate and timely financial statements are prepared in accordance with contract agreements with funders and partners
- Forecast cash flow positions and available funds
- Ensure that sufficient funds are available to meet ongoing operational requirements and use problem solving skills to resolve any complications
- Manage projects and grants expenditures and financial transactions in line with RCREEE policies and procedures
- Manage budgets for funding applications with Project Managers
- Maintain financial records for each project in a manner that facilitates management reports
- Manage financing through Membership fees requisition and collection from RCREEE member states
Budgeting
- Lead the development of plans and budgets in line with RCREEE policies and include quarterly forecasts of full year estimated results for ED approval
- Manages all financial plans and budgets; monitor progress and changes and keep senior leadership team abreast of the organization’s financial status.
- Analyze actual to budgeted results in order to identify, explain, and correct variances as appropriate in accordance with international financial standards
Financial Management
- Manage all financial reporting deliverables and deadlines
- Coordinate internal and external audits and report to the ED
- Coordinate legal obligations and implications related to RCREEE activities and personnel to be reported to the ED
- Analyze financial data and present accurate monthly and annual financial management reports, to include detailed grant analysis, burn rates, etc
- Develop tools and systems to provide critical financial information and key metrics to the Executive Director
- Manage financial control, prepare and analyze budgets, develop financial reports, and make recommendations to the organization on budget expenditures.
- Responsible for all procurements and purchases for the projects and for the organization
- Provide financial inputs for proposal development, HR policies and project management
- Engage in benchmarking studies to establish areas of potential financial operational improvement
- Develop a robust agreements management and financial management reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and sufficient
- Manage payroll and benefits administration and produce monthly payroll reports for all staff.
- Ensure compliance with country laws, regulations and taxation policies.
Risk management
- Develop risk management policies and procedures to ensure that projects and organizational risks are minimized
- Identify, assess, monitor and mitigate all financial risks for RCREEE
3- Requirments:
Qualifications:
- Advanced degree in finance, business administration, accounting or relevant discipline.
- 10 years of relevant experience, three of which in managerial position in a similar organization.
- Experience in NGO Finance and Non-profit organizations
- Holder of a CPA or CFA
- High level of Arabic and English Proficiency is necessary.
Skills:
- Excellent knowledge of planning, budgeting, financial implementation and reporting processes in an international organization.
- Proven ability to resolve difficult situations, respond positively to change and propose alternative workable solutions.
- Demonstrated ability to prepare and explain budget and financial reports to non-financial managers.
- Strong management and organizational skills, as well as capacity to lead meetings, build relationships and negotiate with internal and external partners.
- Proven ability to multi-task across various planning and implementation processes within a stressful environment and across various groups with different partners.
4- General Terms and Conditions
The Head of Finance is required to work from RCREEE’s Cairo office on a full-time basis.
Tenure of Appointment
The initial appointment will be for 1 year including a 3 months’ probation period.
Contract extension will be subject to performance and availability of funding.
