Position: Renewable Energy & Environmental Expert (Consultant)
Location: RCREEE, Cairo, Egypt (with potential field travel)

RCREEE seeks a qualified and experienced Renewable Energy & Environmental Expert to support the implementation of its environmental portfolio under ongoing renewable energy programs and projects, with a particular focus on wind energy. The consultant will provide technical leadership in environmental management, ensure compliance with national and international standards, and support project teams throughout the project cycle.
Key Duties and Responsibilities
- Serve as the technical environmental focal point for renewable energy projects, particularly wind energy, across all phases—from planning to decommissioning.
- Provide environmental and sustainability oversight for project permitting, implementation, and monitoring in compliance with Egyptian regulations and international standards (e.g., IFC, EBRD, EIB).
- Lead and review Environmental and Social Impact Assessments (ESIAs), Environmental and Social Due Diligence (ESDD), Strategic Environmental and Social Assessments (SESAs), Environmental and Social Management Plans (ESMPs/ESAPs), and Environmental and Social Management Systems (ESMS).
- Identify, assess, and propose mitigation measures for environmental, social, and biodiversity risks—including impacts on birds and bats—throughout the project lifecycle.
- Supervise ornithological and biodiversity studies, including migration pattern analysis, collision risk modeling, and mitigation planning.
- Advise on site selection, turbine layout optimization, and design adjustments to minimize ecological and social impacts.
- Develop Terms of Reference (ToRs) for environmental consultants and oversee the quality and timeliness of deliverables.
- Ensure adherence to environmental and social safeguard policies of international financiers and development institutions.
- Analyze baseline environmental data, conduct field assessments, and evaluate cumulative and site-specific impacts.
- Prepare and review technical deliverables including inception reports, progress reports, stakeholder engagement plans, and capacity-building materials.
Qualifications and Competencies
Education:
- Bachelor’s degree (minimum) in Environmental Engineering, Chemical Engineering, Environmental Sciences, or a closely related field from a recognized university. A Master’s degree is an advantage.
Experience:
- Minimum 12 years of progressively responsible professional experience in environmental management, with a strong focus on renewable energy projects, particularly wind energy.
- Demonstrated experience conducting and supervising EIAs/ESIAs, biodiversity assessments, and safeguard compliance under IFC Performance Standards, World Bank ESS, and/or EBRD Environmental and Social Requirements.
- Prior experience working with regional or international organizations in the fields of renewable energy, energy efficiency, or sustainability is highly desirable.
Skills & Attributes:
- Fluency in both Arabic and English (written and spoken).
- Excellent technical report writing, research, and documentation skills.
- Strong analytical, interpersonal, and stakeholder coordination capabilities.
- Proficiency in MS Office (especially Word and PowerPoint).
- Ability to work effectively in multicultural, multi-stakeholder environments.
- Project management experience is a plus.
- Commitment to teamwork, transparency, and environmental sustainability.
