Introduction
The Finance and Accounting Unit Manager is a key member of RCREEE’s Leadership Team and plays a vital role in ensuring the organization’s financial sustainability. Reporting directly to the Executive Director, the Manager is responsible for overseeing all financial and budgetary aspects of the organization to maximize financial gains, minimize risks, and support strategic decision-making.
This role entails applying strong financial controls, ensuring compliance with applicable policies, laws, and international standards, and providing accurate financial metrics to support sound decisions across projects, funds, and departments.
The Finance and Accounting Unit Manager leads the development and implementation of RCREEE’s financial strategy, manages revenue and collections, oversees budgeting, financial closing, and cash management, and provides technical support in project costing and tax compliance.
Duties and responsibilities
Finance and Accounting Unit Manager duties and responsibilities include:
Financial Strategy Oversight
- Lead the development and implementation of RCREEE’s financial strategy in alignment with the organization’s overall goals and objectives.
- Collaborate with top management to define RCREEE’s financial strategic direction and represent the finance function in discussions with the Board and external partners.
- Provide strategic financial analysis, forecasts, and recommendations to support executive decision-making and long-term planning.
- Establish and maintain financial policies, systems, and internal controls that promote transparency, accountability, and sustainability.
- Offer expert financial consultation to senior leadership to enhance budgetary oversight and organizational financial planning.
- Contribute to the development of funding strategies and initiatives aimed at diversifying income sources and ensuring financial resilience.
Funds and Project Finance Management
- Participate in the negotiation of grant agreements and third-party contracts, including conducting comprehensive cost-benefit analyses of direct, indirect, overhead, and soft costs.
- Prepare, review, and maintain donor agreements, consultancy contracts, and third-party contracts in compliance with RCREEE policies and donor requirements.
- Oversee the financial management of grants, donor-funded projects, and partner agreements, ensuring timely collection, disbursement, and accurate financial tracking.
- Prepare and submit regular financial reports to donors, project managers, and relevant stakeholders, flagging any financial risks or concerns.
- Maintain detailed and accurate financial records for each project to facilitate effective monitoring, reporting, and auditing.
- Manage the requisition and collection of membership fees from RCREEE member states, ensuring timely follow-up and documentation.
- Collaborate with the technical team to calculate project man-hour rates and assist in developing accurate project budgets as needed.
- Maintain and update cost models to support pricing strategies and the preparation of project proposals.
Budgeting, Financial and Risk Management
- Lead the preparation of the annual organizational budget in coordination with department heads, ensuring alignment with RCREEE policies and strategic objectives, and provide quarterly forecasts of full-year results for Executive Director (ED) approval.
- Oversee monthly and year-end financial closings, ensuring compliance with international accounting standards and organizational policies.
- Monitor and analyze actual expenditures against the approved budget, identify variances, and recommend corrective actions as needed.
- Manage all financial reporting deliverables, including the preparation and presentation of accurate monthly, quarterly, and annual financial reports, incorporating grant-specific analysis, burn rates, and key financial metrics.
- Coordinate and support internal and external audit processes and report audit findings and resolutions to the ED.
- Develop and maintain tools and systems that provide timely financial insights, cash flow forecasts, and revenue reports to support effective decision-making.
- Monitor and manage RCREEE’s revenue streams, ensuring timely invoices, collections, and accurate financial planning.
Establish and maintain effective mechanisms for tracking receivables, improving collections, and minimizing delays.
- Provide financial inputs and analysis to support project proposals, HR planning, and overall project implementation.
- Manage organizational cash flow, liquidity, and fund allocations across various projects and departments.
- Administer payroll and staff benefits and prepare monthly payroll reports; oversee reimbursements for local and international consultants and short-term experts.
- Identify and assess areas for financial improvement and propose initiatives to enhance operational efficiency.
- Develop and implement risk management policies and procedures aimed at identifying, assessing, monitoring, and mitigating financial and operational risks.
Additional Responsibilities
- Develop, implement and monitor internal mechanisms and procedures to ensure regular and effective communication and timely advice and support project teams on administrative matters, balancing the need for ensuring compliance with regulations, rules, policies and procedures and the smooth implementation of projects, taking the country context into consideration.
- Supervise accounting staff and ensure accurate maintenance of books and records.
- Provide training and guidance to staff on financial procedures and donor requirements.
- Ensure full compliance with Egyptian tax laws and any applicable international regulations.
- Oversee tax liabilities and provisions, ensuring timely payment and accurate accounting.
- Support internal and external audits, addressing findings and implementing recommendations.
- Maintain effective internal controls and risk management systems.
Qualifications and Experience:
- Advanced university degree (master’s or equivalent) in the field of Finance, Business Administration, Accounting, or related discipline.
- 11 years of Professional Experience including at least 4 years in a managerial position, preferably in regional or international organizations.
- Experience in IGO/NGO Finance and Non-profit organizations.
- Holder of a CPA or CFA or other relevant postgraduate degree is a must.
Skills and Competencies
- Excellent knowledge of strategic financial planning, budgeting, implementation, and reporting processes, particularly within international or donor-funded organizations.
- Strong understanding of International Financial Reporting Standards (IFRS) and the ability to operate effectively within the framework of Egyptian taxation laws.
- Proficiency in financial software systems, including Odoo, and advanced MS Excel skills.
- Proven ability to prepare, interpret, and present complex budget and financial reports to both financial and non-financial stakeholders.
- Demonstrated problem-solving skills with the ability to propose practical solutions, adapt to change, and resolve challenging financial or operational issues.
- Strong organizational and management skills, with experience leading teams, facilitating meetings, and building partnerships with internal and external stakeholders.
- Ability to effectively multitask and manage competing priorities in high-pressure environments and across cross-functional teams.
- Culturally sensitive and capable of working efficiently within a diverse, multicultural team.
- Excellent communication and interpersonal skills, with fluency in both English and Arabic is a must.
- Sound judgment and ability to handle confidential information.
- Demonstrated experience in ensuring compliance with rules & regulations and administrative processes.
General Terms and Conditions
Location: The Finance and Accounting Unit Manager is required to work at RCREEE Cairo office on a full-time basis.
Tenure of Appointment: The initial appointment will be for 12 Months including a 3 months’ probation period. Annual contract renewal is subject to performance and availability of funding.
