Position Information

Introduction
The General Services Manager is explicitly hands-on and operational in nature, it is a senior accountability role requiring direct ownership, hands-on management, and full responsibility for the integrity, accuracy, compliance, and performance of all financial, administrative, HR, procurement, IT, legal coordination, and operational services under RCREEE. It requires direct involvement in the preparation, review, and delivery of financial, administrative, and compliance outputs, particularly financial statements and donor reporting, in addition to managerial responsibilities.
The position ensures that financial, human, administrative, technological, legal, and operational services are delivered efficiently, transparently, and in full alignment with RCREEE’s mandate, policies, and governance framework.
Duties and responsibilities
The GSM duties and responsibilities include:
Strategic Leadership and Institutional Accountability
- Develop, own, and be fully accountable for implementing a comprehensive General Services strategy aligned with RCREEE’s strategic objectives, with measurable performance outcomes across all supervised functions
- Advise the Executive Director on institutional policies, operational risks, internal control effectiveness, and resource optimization, supported by documented analysis and evidence-based recommendations.
- Contribute to organizational development, change management, and continuous improvement initiatives.
- Ensure effective coordination among all General Services units to promote integrated service delivery.
Financial Management and Oversight
- Assume full responsibility and accountability for the integrity, accuracy, and timeliness of all Finance & Accounting functions, including budgeting, financial planning, financial statements preparation, donor reporting, and regulatory compliance.
- Personally lead, review, and sign-off on periodic and annual financial statements, donor financial reports, and budget versus actual reports submitted to partners, donors, and governing bodies.
- Ensure timely production of financial and narrative financial reports to international organizations, development partners, and project stakeholders.
- Actively supervise month-end, quarterly, and year-end closing processes, including reconciliations, accruals, and adjustments
- Provide overall oversight of Finance & Accounting functions, including budgeting, financial planning, reporting, and compliance.
- Ensure sound financial controls, transparency, and adherence to donor, partner, and regulatory requirements.
- Coordinate the Internal and External Audits to address audit findings and strengthen internal control systems. Be accountable for closing audit findings through documented corrective actions, strengthening internal controls, and ensuring tracked closure of recommendations.
Human Resources Management
- Be accountable for the proper design, formulation, enforcement, and monitoring of all HR policies and workforce management practices, including recruitment, performance management, staff development, disciplinary procedures, and staff welfare.
- Supervise Human Resources policies and practices, including recruitment, performance management, learning and development, and staff welfare.
- Promote a positive organizational culture, integrity, diversity, and professionalism.
- Ensure compliance with labor regulations and internal HR policies.
Procurement and Contracting
- Bear full responsibility for the legality, transparency, value for money, and full documentation of all procurement and contracting processes, with clear evidence of approvals, evaluations, and contract performance monitoring.
- Supervise procurement and contracting processes to ensure fairness, value for money, and compliance with RCREEE policies.
- Approve procurement plans and monitor contract implementation and performance.
- Ensure proper management of vendors, consultants, and service providers.
Information Technology and Digital Services
- Be accountable for ensuring that IT systems, ERP workflows, cybersecurity measures, and digital tools effectively support financial controls, procurement workflows, reporting requirements, and operational continuity.
- Provide routine oversight of IT systems, infrastructure, cybersecurity, and digital transformation initiatives.
- Ensure IT services effectively support programmatic, administrative, and reporting needs.
Administration, Office and Events Management
- Be responsible for the efficiency, cost-effectiveness, and quality of administrative services, facilities management, logistics, asset control, and professional delivery of events and official functions.
- Oversee administrative services, office management, facilities, logistics, and asset management.
- Supervise Events Management to ensure efficient planning and delivery of meetings, conferences, and official events.
- Ensure cost-effective and high-quality outsourced services.
Legal and Compliance Coordination
- Ensure, in coordination with the Legal Counselor, that contracts, MoUs, agreements, and institutional practices are legally compliant and aligned with RCREEE governance requirements.
- Coordinate with the Legal Counselor to ensure institutional compliance with applicable laws, agreements, and governance requirements.
- Support risk management and institutional compliance efforts.
Policies, Procedures, and Governance
- Develop, update, and enforce administrative, financial, and operational policies and procedures.
- Ensure alignment with decisions of the Executive Committee and Board of Trustees.
- Support governance processes through accurate reporting and documentation.
Qualifications and Experience:
- Minimum 16 years of progressively responsible professional experience, including at least 7 years in a senior managerial leadership role with full executive accountability for corporate/general services and multi-disciplinary teams.
- Demonstrated direct, hands-on management and decision-making authority over finance, HR, procurement, administration, and IT functions, with evidence of personally leading key processes (financial reporting, procurement approvals, HR enforcement, audit closure, ERP oversight).
- Proven and documented track record of managing compliance, reporting, internal controls, and institutional operations within donor-funded, grant-based, or international organizations operating under strict accountability and governance frameworks.
Academic background
- Master’s degree in business administration, Finance, Accounting, Procurement, Public Administration, Supply Chain, or Management (MBA or equivalent).
- At least one internationally recognized professional certification demonstrating technical mastery and professional accountability in the required domains.
Professional Requirements:
Procurement & Contracting
- Proven experience in developing, approving, enforcing, and continuously improving Procurement Policies and SOPs, including procurement methods (RFQ/RFP/ITB), financial thresholds, approvals, delegated authorities, documentation standards, evaluation controls, and ethical safeguards.
- Demonstrated and strong hands-on contract lifecycle management experience, including drafting/reviewing SLAs and KPIs, managing variations and claims, supervising renewals, handling disputes, and enforcing supplier performance management.
Financial Management & Controls
- Proven experience in drafting, reviewing, and approving donor-specific financial reports (budget vs. actual, eligible/ineligible costs, burn rate analysis, financial forecasts, commitments and liabilities tracking).
- Demonstrated ability to translate complex financial data into clear, decision-oriented reports for senior management, governing bodies, boards, donors and non-financial stakeholders.
- Practical documented hands-on experience in preparing and/or signing off financial statements in accordance with IFRS and applicable regulatory requirements.
- Proven experience strengthening internal controls (segregation of duties, delegations of authority, procurement-to-pay controls, asset/inventory controls, compliance checks, etc.).
- Proven experience and demonstrated accountability in coordinating external audits, formally responding to audit findings, and implementing corrective action plans with tracked and documented closure.
- Strong track record in managing donor- and partner-funded projects, ensuring compliance with relevant procurement and financial rules (e.g., UN/international organizations, development banks, EU-funded actions or similar donor frameworks)
HR management:
- Proven experience in oversight and enforcement of core HR functions with accountability for compliance and workforce performance outcomes, including but not limited to:
- Workforce planning aligned with institutional strategy and budget availability.
- Leading and approving recruitment processes, onboarding systems, and induction programs.
- Design and supervision of staff development and capacity-building plans.
- Management of employee relations, and staff welfare
- Enforcement of the HR policies and organizational Code of Conduct and disciplinary, and grievance procedures with documented compliance
- Identification and mitigation of HR-related operational and legal risks and ensuring compliance with internal regulations and applicable laws.
Skills and Competencies
- Advanced expertise in strategic financial planning, budgeting, implementation, and reporting processes, particularly within international or donor-funded organizations.
- Strong applied knowledge of Egyptian taxation laws, regulatory compliance requirements, and International Financial Reporting Standards (IFRS).
- Strong working experience with ERP systems supporting finance and procurement (e.g., Odoo or equivalent), including approval workflows and reporting.
- Advanced proficiency in Excel and financial/procurement analytics; ability to produce executive dashboards (budget vs actual, commitments, burn rate, liabilities).
- Proven ability to prepare, interpret, and present complex budget and financial reports to both financial and non-financial stakeholders.
- Demonstrated problem-solving skills with the ability to propose practical solutions, adapt to change, and resolve challenging financial or operational issues.
- Strong organizational and management skills, with experience leading teams, facilitating meetings, and building partnerships with internal and external stakeholders.
- Ability to effectively multitask and manage competing priorities in high-pressure environments and across cross-functional teams.
- Culturally sensitive and capable of working efficiently within a diverse, multicultural team.
- Excellent written and verbal communication skills in both English and Arabic (mandatory), with proven ability to represent the organization before senior stakeholders and donors.
General Terms and Conditions
Location: The General Service Manager is required to work for RCREEE Cairo office on a full-time basis.
Tenure of Appointment: The initial appointment will be for 12 Months including a 3 months’ probation period. Annual contract renewal is subject to performance and availability of funding.

Experience letters must explicitly confirm executive or managerial accountability and hands-on responsibility in the relevant functional areas. Generic employment confirmations without a detailed scope of responsibilities will not be considered sufficient.
- A detailed statement of all professional training courses and capacity-building programs completed throughout the applicant’s career. The statement must specify the title of each program, the organizing institution, the duration, and the year of completion. It must be supported by copies of official certificates or documentary evidence.
- At least two professional references from senior supervisors or governing bodies can attest to the candidate’s executive responsibility, integrity, and compliance management record.
