Call for Expert Services – Post – Construction Fatality Monitoring Program (PCFMP) for AMUNET 500 MW Wind Farm, Gulf of Suez, Egypt

The Regional Centre for Renewable Energy and Energy Efficiency (RCREEE) invites qualified experts and consultants Environmental Firm to submit proposals for the implementation of the Bird and Bat Fatality Monitoring Program (FMP) for the AMUNET 500 MW Wind Farm Project in the Gulf of Suez, Egypt, during the autumn 2025 bird migration season.
This initiative supports the project’s commitment to biodiversity conservation and sustainable renewable energy development, particularly along the globally significant Rift Valley/Red Sea flyway, a critical migration corridor for Migratory Soaring Birds (MSBs).
Objective
The primary objective is to conduct a scientifically robust, post-construction fatality monitoring program to generate accurate, unbiased, and project-specific estimates of bird and bat fatalities—especially MSBs—using GenEst, the state-of-the-art mortality estimation software developed by the U.S. Geological Survey (USGS).
Scope of Work
The selected expert will lead a field team to implement a comprehensive PCFMP between 1 September to and 10 November 2025, covering:
- All 77 wind turbines at the AMUNET site
- 6 km of 220 kV transmission lines from AMUNET Substation to West Bakr Substation
Key activities include:
- Design and execution of systematic fatality search surveys with standardized transect spacing (20m for turbines, vehicle-based for powerlines)
- Conducting bias correction experiments:
- Searcher Efficiency (SE) using decoys across size and visibility classes
- Carcass Persistence (CP) using actual MSB and raptor carcasses
- Data compilation and analysis using GenEst to produce corrected fatality estimates
- Preparation of all deliverables, including monthly reports, draft and final FMP reports, and a final Recommendation Report for adaptive management
Team Requirements
The assignment requires a highly qualified team led by a Chief FMP Expert with:
- Minimum 10 years of experience in bird conservation-renewable energy interactions
- Proven expertise in MSB ecology, fatality monitoring, and GenEst analysis
- Experience in the Middle East, particularly in Egypt or the Red Sea corridor
Field searchers must have strong ornithological skills, experience in carcass detection, and familiarity with international monitoring protocols.
