Mediterranean High-Level Policy Dialogue (MED-HLPD) - Second Session

The Mediterranean High-Level Policy Dialogue (MED-HLPD) is the sustainable energy platform that brings together high-level representatives from international financing institutions, banks, private sector, international and regional organizations and governments. The dialogue sheds the light on the need of regional cooperation between the above-mentioned stakeholders in the North Africa and the Middle East countries to facilitate sustainable investments in the Renewable Energy (RE) and Energy Efficiency (EE) sectors in the region.

The MED-HLPD aims to establish an one-stop-shop platform (OSS) with the overall objective to scale-up investments in renewable energy as well as energy efficiency and its conservation projects of 8 participating States ( Libya, Lebanon, Egypt, Jordan, Tunisia, Algeria, Morocco & Palestine Energy Authority).

The OSS is to assist for a period of 4 years participating financing institutions as well as eight States, to increase cost-effective EE and RE investment volumes by private and public sector energy end-users as well as power and water utilities.

The overall objective is fully in line with the 2030 Agenda on Sustainable Development SDG 7, SDG 12 and SDG 13, the Paris Climate Change Agreement of 2015, the NDC’s of participating States, their national energy efficiency action plans (NEEAP) and national renewable energy action plans (NREAP) for the period 2020-2025 as well as the EU’s National Energy and Climate Plans mechanism (NECP).

In January 2019, RCREEE organized the first working session of MED-HLPD was held in Barcelona, Spain. During this session, RCREEE proposed a number of business models to enable investments upscaling, finance securing and business stability in the region to the participating stakeholders. At the end, RCREEE started the preparation of a comprehensive concept note on the creation of the OSS to be presented.

About Mitigation Enabling Energy Transition in the Mediterranean region (meetMED)

meetMED is an EU-funded project developed by the Regional Centre for Renewable Energy and Energy Efficiency (RCREEE) and the Mediterranean Association of the National Agencies for Energy Management (MEDENER), to foster energy transition in Southern and Eastern Mediterranean countries. MeetMED activities support the UfM high-level Renewable Energy and Energy Efficiency Platform (UfM REEE platform).

The meetMED secretariat is coordinating the implementation of the project, which articulates in four workstreams: 1) assessing EE and RES strategies and policies; 2) advancing vocational training and public awareness; 3) attracting sustainable investments in RES and EE; 4) supporting the UfM Renewable Energy and Energy Efficiency Platform.
