National Energy Efficiency Action Plans (NEEAP) End Use Electrical EE Guidelines

The National Energy Efficiency Action Plan (NEEAP) is a strategic national plan framework that helps Arab countries to apply energy efficiency goals. Since the initiative inception in 2010, RCREEE has been a main enabler to help countries apply this vision. The aim for this guideline is to foster and improve electricity efficiency and consumption rationalization at end users in Arab states.  The guideline can be applied to energy suppliers, distributors, energy end-users. RCREEE was mandated by the Arab Ministerial Council of Electricity for monitoring the progress of NEEAPs as well as publishing annual reports.

The guideline suggests indicative targets, mechanisms, incentives, institutional frameworks, and financial and legal measures required to remove the barriers and flaws in national markets. It also advizes appropriate conditions for the energy services market development and promotion targeting electricity end-users. The guidelines helps governments to set strategic six-year plans on two three-year phases for energy efficiency and puts guidelines for progress monitoring. RCREEE conducts various regional and national workshops and trainings to educate member states on using and implementing the guidelines and share countries’ success stories and best practices.

  • 6 Member states to complete and declare their NEEAP initiatives
  • 11 Member state officials participated in an EE planning training
  • 4 Member states have politically endorsed NEEAP initiatives in which 2 have benefited from RCREEE’s direct support
  • €500 Million is the total national funds allocated to EE implementations for the next 3 years as a result of NEEAP initiatives

About National Energy Efficiency Action Plan (NEEAP)

The National Energy Efficiency Action Plan (NEEAP) is an initiative that started in 2010 to provide a strategic national plan framework that helps governments in Arab countries to apply their long-term energy efficiency goals. The initiative primarily aims to increase and promote energy efficiency practices and measures in Arab states through offering a standard action plan tailored to the region. The initiative was a result of the cooperation between the energy department at the League of Arab States (LAS), the Regional Center for Renewable Energy and Energy Efficiency (RCREEE), and the EU-funded regional projects: MED-EMIP and MED-ENEC. The initiative has been officially declared by five Arab states where the target is to have it adopted by all Arab states by 2015.
