Terms of Reference

1.0   BACKGROUND

1.1 Introduction

The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status, committed to advancing renewable energy and energy efficiency in the Arab region. To strengthen its financial and administrative operations, RCREEE is seeking to partner with a reputable company, preferably one of the Big Ten firms, to provide an experienced expert to supervise and lead its Finance Unit for a period of six months.

The selected company will assign a qualified expert to be embedded at RCREEE’s Cairo office. The expert will be responsible for overseeing financial management, budgeting, risk assessment, procurement processes, and administrative workflows. The partnership aims to enhance RCREEE’s financial sustainability, ensure compliance with international financial standards, and develop internal staff capacity by applying global best practices.

1.2 Qualifications of the Company

1. The company must be a leading professional services firm from one of Big Ten Organization with proven experience in providing financial and administrative consultancy to intergovernmental, non-governmental, or international organizations.

2. Demonstrated track record in managing similar assignments, particularly in organizations operating in the Arab region.

3. Capability to assign a senior-level expert who meets the required qualifications outlined below.

4. Ability to ensure ongoing technical and administrative support for the assigned expert during the engagement period.

  • 1.2.1 Qualifications of the Assigned Expert

The expert assigned by the company must meet the following criteria:

1. Education:

• Advanced degree in finance, business administration, accounting, or a related discipline.

• CPA, CFA, or equivalent professional certification is mandatory.

2. Experience: At least 15 years of experience in financial and administrative management, with five years in a managerial position.

• Previous experience working with intergovernmental organizations, NGOs, or non-profit entities.

• In-depth knowledge of International Financial Reporting Standards (IFRS) and donor-funded project financial management.

• Proven expertise in risk assessment, procurement, and contract management.

3. Skills:

• Strong leadership and strategic financial planning capabilities.

• Advanced skills in budgeting, financial reporting, and risk management.

• Excellent communication and interpersonal skills to work effectively in a multicultural environment.

• Ability to build the capacity of internal teams through coaching and training.

• Fluency in English and Arabic is mandatory.

4. Deliverables :

• Submit a comprehensive final report summarizing accomplishments, challenges, and recommendations for sustaining financial and administrative improvements.

The selected company and expert will work closely with RCREEE’s leadership team to achieve the organization’s financial and administrative goals.

The engagement will include a monthly invoicing process, where the company will submit invoices to RCREEE for services provided, based on agreed payment terms in the contract.

2.0 Evaluation Criteria

1. Technical Proposal Evaluation Criteria (Weight: 70%)

  • Company Profile and Reputation
    • Reputation and market standing of the company in providing consultancy services to intergovernmental, non-governmental, or international organizations.
    • Proof of past successful projects in the Arab region and similar contexts.
  • Past Experience (20%)
    • Track record in managing financial and administrative consultancy assignments, especially in the Arab region.
    • Demonstration of experience in financial management, budgeting, risk assessment, procurement, and administrative workflows.
  • Expert’s Qualifications (20%)
    • Relevant educational background (advanced degree in finance, business administration, accounting, or related discipline).
    • Professional certifications such as CPA, CFA, or equivalent.
    • Number of years of experience in financial and administrative management, particularly in managerial positions, with a focus on intergovernmental organizations or NGOs.
  • Expert’s Skills and Expertise (15%)
    • Leadership and strategic financial planning capabilities.
    • Experience in budgeting, financial reporting, and risk management.
    • Capacity building and coaching abilities for internal teams.
    • Fluency in both English and Arabic.
  • Approach and Methodology (10%)
    • Clear explanation of how the company plans to approach the project.
    • Detailed timeline and key milestones for the six-month assignment.
    • Proposed plan for embedding the expert and providing technical support throughout the engagement period.

2. Financial Proposal Evaluation Criteria (Weight: 30%)

  • Cost Breakdown and Lump-Sum Price (15%)
    • Transparent lump-sum price based on regular attendance (3 days per week).
    • Detailed pricing structure for the entire six-month engagement, inclusive of any additional costs, if applicable.
  • Assignment Duration and Renewal (10%)
    • Clear outline of the duration of the engagement (6 months) and the terms for renewal.
  • Details of Assigned Expert (5%)
    • Detailed information about the expert(s) assigned, including qualifications, experience, and any previous similar assignments or relevant expertise.

3.0 Submission Criteria

Submission Guidelines:

  • Submissions must be made online in separate proposals: One for the technical proposal and one for the financial proposal.
  • Technical Proposal should include the following documents:
    • Company profile
    • Details of past experience
    • Tax card
    • Commercial registry
    • Updated syndicate membership (if applicable for finance-related proposals)
  • Financial Proposal should include:
    • Lump-sum price based on regular attendance (3 days per week)
    • Detailed information about the assigned expert(s)
    • Duration of the engagement: 6 months, renewable
